Shiro is overrated perception. That said I've never had a Lionsteel with comparable action.

Your Drunken is also close to the price of your lower priced Shiros and almost twice the price of the Techno 3.That said, I have a ZT 0470 that has a crazy smooth action and I can't imagine any Shiro having a noticeably better action. I got that a few years ago on a Black Friday deal a few years ago for $175. My Paysan also has a really nice action but that's also a pricey one and the heavy blade helps with that one. So, I guess there's a chance a $300 Techno might have a great action but I've owned enough similar Taichung Spyderco models that I certainly wouldn't expect it. They can be great but usually take a little bit of tweaking

Yes but my understanding was that all knives manufactured elsewhere end up in Golden, Colorado for final QC inspection and packaging.

I love the Techno 2, but this one being a flipper just kills any interest that I would otherwise have.
