Maybe they want a better balance between wear resistance and fracture resistance? Just my wild guess.

The OP specifically mentioned toughness as a requirement. Maxamet is the opposite of toughness. However the OP also mentioned edgeholding and you can't have high performance in both categories at the same time.

for great marks in both categories, and a surprising degree of stainlessness, i'd vote cruwear. after almost 3 months of the whole range of light to hard regular use, the lock tab cutout concern is truly not one. i'm sure somewhere, sometime someone's will break and it'll cause a tsunami of bias confirmation posts, but realistically it's not even uncomfortable, which was my main concern. it's a terrific knife.

PM2 is my favorite carry. At least once I put copper scales on it to add some heft. S110V blade on mine. Keeps edge very well. Have had no corrosion issues, without babying it. Pretty easy to keep sharp, so long as I do little touchups regularly. I don't go very fine with the stones, as I like a bit 'grittier' edge.
PM2 in the geewhiz MagnaCut I might like even more.... but that's a maybe.

Rex45, Cruwear, 52100, K390 -- You could hardly go wrong with any of these. These are all some of my all time favorite steels and the PM2 seems to be always in my pocket (the S45VN model oddly enough lately and nothing wrong with that either, but it is more "pedestrian" that the four being discussed.)

Why is there no PM2 in AEB-L/13C26 or 14C28N? This would give a knife with the same toughness as 52100 and be rust resistant, as well. They also hold an edge pretty well if run hard enough.
