Thread a thin stiff piece of wire (you were a welder, right? .030 MIG wire would be perfect) through the paracord, tape the end of the wire to the ball chain, and pull.

Cut para cord to desired length; use a flame lighty on cut ends, just enought to to keep ends from fraying; tie one of the strings from inside para cord sheath around the chain; gently pull stuffing or cords and chain through the para cord sheath. That is how I did it.
