Interesting story. The Canadian government is trying to "save" creators of news by charging fees for linking to publishers articles. I don't think it is going to work, I think it will backfire because advertising revenue will drop off.
People who want to read Canadian news may have to bookmark the sites and then go to the pages every day for updates.
