CQI recommendation

I bought a used Hawkbill and took it apart to clean it. I don't know if it was assembled this way from the factory. It looks like the liners have burrs around the clip holes on one side. It doesn't interfere with the one side but the other side pinches the washer. I imagine they tap all liners in the same orientation. That would mean one gets installed upside down.
