Hearing Scheduled for H.R. 822,
the National Right-to-Carry Reciprocity Act of 2011



For months we have been reporting on a critically important bill: H.R. 822—the National Right-to-Carry Reciprocity Act of 2011. This vital NRA-backed legislation, introduced earlier this year by Congressmen Cliff Stearns (R-Fla.) and Heath Shuler (D-N.C.) will enable millions of permit holders to exercise their right to self-defense while traveling outside their home states.

Thanks to much hard work and action taken by NRA and our members, H.R. 822 has now garnered 242 cosponsors in the U.S. House. On Tuesday, September 13, the House Judiciary Committee's Subcommittee on Crime, Terrorism, and Homeland Security will hold a hearing on the bill.

There is currently only one state (Illinois) that has no clear legal way for individuals to carry concealed firearms for self-defense. Forty states have permit systems that make it possible for any law-abiding person to obtain a permit, while most of the others have discretionary permit systems. Thanks to reciprocity agreements I can travel armed from my home state of Virginia straight through to Arizona. But I can't even travel armed to the neighboring state of the People's Republic of Maryland.

Well that ain't too bad....most of the people in my state can only trace the borders of their own state....cross the line over to another state.....ut oh...To further complicate things, Long Island (the two counties Nassau and Suffolk) place restrictions on the carry permit, by classifying the holder of said permit. For example a Sportsman's Class ( you can only carry to and from a legitimate Target Shooting Range, or a shooting competition event, you may stop for coffee or other small errands, but you must end up at the range or back home, and the Firearm is not to be carried whenever you want) Business Class, To be carried only while working and or to and from the bank to make cash deposits) etc etc etc. You see the permit is issued as a full carry permit by the State of New York, the county police through their licensing section put restrictions on the license which is illegal for them to do. If a resident from upstate (another county), visits our county he can full carry on Long Island as they have no restrictions on their License. Just as I can full carry in their county upstate. The fact is if a person carries on Long Island with a New York State pistol permit/license and does so outside of his restrictions, nothing legally can happen to that individual if caught. That being said the kicker is the counties reserved the rights to jerk your permit for carrying outside of the restrictions placed on your permit. Which in turn keeps a lot of people from carrying daily, for fear of losing their rights to have and own firearms. As a resident of Long Island we can't carry in NYC, and if going upstate, we must lock the firearm and ammo in a locked box while driving through NYC and are not permitted to stop in NYC while in the possession of any firearms. The State of NY does not recognize any other states permits and has no reciprocity agreements with another state for carry.....So for you it's easier....Just go West Young Man go West, and you'll be fine!.....Doc :D

Unless going West lands you in California! :p

I went from living near Phoenix :D to living near Los Angeles :mad: , so it was quite a change...but not for the better. Once I get my career in order here, I can move back out of state and work from somewhere where my rights are preserved!

I happen to live in the Democratic Republic of Illinois. It's just criminal how they view the citizens as incapable of protecting themselves. I am sitting here in a lawn chair hosting a rummage sale and exercising my right to at least carry a sidearm on my own property.

Our Chicago "Machine" takes arrogance to a whole new level in suggesting that we cannot be trusted to defend ourselves and that Illinois is the only State to "get it right".
I've made a few mistakes in my life but returning to Illinois after a 20+ year career in the Corps takes the cake!

I've been following this legislation pretty closely as well. If it goes through, and I sincerely hope it does... it'll be another nail in the gun controllers coffin. A great big honkin' nail at that :p . I know here in Texas there was a great deal of concern back in 94' when we first legalized concealed carry (as it exists now, anyway)... I remember reading that Glenn White, the Dallas Police Association president, thought there would be gun fights over fender benders and an overall severe decrease in public safety. He is one of concealed carry's biggest allies now, due to his being so devastatingly wrong. CHL holders in Texas are like 6 times less likely to commit a crime than any other demographic, and counties with higher numbers of licensees tend to have the lowest violent crime rates in the state. There is even talk about getting rid of some of the few restrictions on carry that we have here (i.e., no open carry, no carry on university campuses, etc. etc.) because the program has been so successful. That same kind of thing can happen if legislation like this passes and the fear mongers are shown for being just that.

My advice to you New Yorkers and Illinoisians (ites?... whatever)... come on down to Texas, we've got plenty of room :p . We accept the carry permits from something like 27 other states, and provided you aren't a criminal or a crazy person we'd be happy to get you one of ours :D . Of course, you will have to pass a range qualification... and the prevailing wisdom down here is that you yankees can't shoot straight for love or money, so you might want to practice a little first :p :p .

Funny thing, while it's among the worst places to be if you want to carry for SD, it's among the best if you're a target shooter, or at least that was the case up until I moved from there in '86.

There were perhaps 40-50 target clubs there at the time, and a very active league. Plus, there were open competitions at several of the public ranges. I belonged to two target clubs, shot .22 gallery matches with the one, CF matches with the other. Between the two I competed in a 30 shot indoor team match **** near every week during the school year and a 90 shot or more NRA Short Course or National Match Course outdoor match, either team or individual, nearly every weekend from April thru October.

Was totally bummed out when I moved upstate and found ZERO competition shooting clubs. Same deal down here in SC, all you see in the way of "events" are stuff I'd call either plinking or combat shooting.

Hey Doc, I know this is off-topic (no pun intended) but I received a call from the NRA two days ago that there is a treaty going through the UN that if given American consent will destroy the 2nd Amendment.

Apparently, Sec. Clinton has given her support for the bill as has authoritarian states. The NRA then concluded that the Obama Administration supports Mrs. Clinton's sentiment and seeks to take away our rights to bear arms. Then they tried to get me to pay for NRA membership. :)

Doc, do you know anything about this?

Yep: They call me every other week on this issue, G-d knows I love the NRA but sometimes they can be a PIA. I try telling them that such a thing could never happen, but they get irate with me and almost downright angry, either they hang up the phone on me, or won't let me talk....I just see it as an NRA scare tactic to fund raise for themselves. And personally I don't like it or appreciate it. I give plenty of money to the NRA, but they don't have to try and squeeze it out of me with such tactics. personally I am offended at their telemarketing approach...For me I won't give them money when asked this way and I'm treated with disrespect, and I recommend that no one else should give when asked this way...it's the only way the NRA will stop this practice....My feeling is support the NRA as there are few groups out there that actively support the 2nd Amendment. That being said when the NRA has a campaign to collect money using scare tactics against the members who support them....well it's time to let them know, you don't appreciate the tactics and will not be bullied into giving support....just my 2 cents...What ever happened to the good old days when the NRA just offered you a decal and a new hat to reinstate your membership status?Doc :D

Some feller named Josh from the NRA has called here 3 times wanting to berate me for not renewing my membership. I feel I can accomplish more by contacting my local reps on 2nd amendment issues and frankly am tired of the strong-arm renewal tactics. I feel more attached to local organizations & events.

Us Yankees shot straight enough to win a few wars...including the Civil one ;) ...Just cause you Texans can hit the broad side of a Barn sometimes....doesn't mean you can shoot!.... :eek: LOL :p Doc :p

Civil one... I'm not sure I know what you mean. Unless you are mistaking the War of Northern Aggression for an American civil war of course :p :p . That one was no fair, you folks brought repeaters when half of our troopers were still using smoothbore muskets. It's easy to hit what you are aiming at when you get three shots to our one! :p ;) Accuracy by volume isn't the same thing as precision dangit!!!
