Hey kraziekurtis,
not a huge deal, all you need to do is resize it down to below 400x400 pixels. Most picture programs can do this. Also, make sure that the file extension is .jpg not .jpeg, while they are the same file types, some programs (this one) won't recognize it as one and kick it back. Not a huge deal.

This is a pretty good substitute for Photoshop in your price range.... FREE

It will resize and crop and modify most formats and its a pretty good viewer with thumbnail albums too.

Now you want a draw/paint program. I'd suggest going to a shareware site and check out what's available and what you need.

It depends on how far you want to take it. If you want to do modeling and 3D rendering you better talk to yog. butt free is probably a bit out of sight.
