Am no expert on the Police, but the Titanium one shown on Paolo Massetti's website appears to be fully serrated.

The first sprint run of titanium police models were made for the Cutlery Shoppe and were full serrated models.
The second sprint run was combo edge and sold thru Spyderco, both had ATS34 steel.
No such animal as a plain edge ti police.

Phil,

I think each run was 500 or 600, can't recall which.

What year(s) was the Ti Police offered? If my memory serves me well it seems like I was hearing talk abou them shortly after I bought my first Spyderco in 1995. I had heard someone say on an Ebay listing that this knife was made around the 1993 era? Would love to know?

Well JD, according to the Across The Years page...
1992 . . . C07TI Police Model (Titanium), SO02 Solo, C01BK Worker (Blak-Ti), C07BK Police Model (Blak-Ti), C17 Catcherman, C18 Wayne Goddard Jr., Embellishing by G. Blanchard on C07 & C13
Am guessing that was the batch sold through normal channels, since other "Exclusives", like the AG Russell Horns and the Ironstone Folders do not appear in the listing.
