I'll echo others in stating that such a cute kit would be an instant buy !
I particularly like the smaller, red model which was produced :

Its small size makes it more prone to being carried, e.g. in a camping backpack or even in a frequently used car trunk.
The downside being that it's more cramped inside, hence providing a less ergonomic access to the contents.
The bright colour helps attract attention, also the words "cut kit" provides instant information as to what is contained in the pouch. It's important because, under stress, the owner who bought and forgot this pouch might not remember exactly what's inside. Also, other people might need to access it, and they won't know what it's about.
Also, it would be desirable to add an attachment system to the pouch ; at a minimum, a loop for keyrings.
A step further would be to insert, on the back of the pouch, a series of tight loops (webbing) for compatibility with the MOLE standard.

Note : this system is no longer restricted to "tactical" equipment. Nowadays there are discreet, urban bags fitted with these webbings. And there are webbings inside the bags, too. I can envision these internal webbings being populated with an emergency Cut Kit, for fast access : that's a guarantee that the kit will never be buried under the various contents of the bag.

As for the pouch contents, I also like the suggestion of Ric to include small rescue scissors.

Small pouches are definitely getting popular, especially the micro Maxpedition ones.
It might be worth exploring the lineup of this manufacturer.
