Toxic has culturally been accepted as USN in my opinion (regardless of the roots of neon green). I would be proud to own a USN Toxic as a USN member on that basis alone.
Neon colors, including most orange dyes, are in general are visually assaulting. This doesn't make them any less cool, it's just an artistic fact. This matches perfect as a color aligned with an organization...it's a statement/symbol of group pride.
I personally prefer dull shades of cool colors/tints for things without symbolic relevance. Bright colors are great for trainers/rescue/water operations though as they are high vis.

One of my favorites is the Toxic green waved endura so I would have to say "yes". Toxic Green or other neon-ish colors would be good for tackle boxes, tool boxes, or as some have said, bugs. A bright color on your keychain would be easier for you to grab rather than fumbling with your keys for the blade.

I obviously wouldn't pretend to read Sal's mind on the extent to which USN "owns" toxic green, but here's a post that indicates that Spyderco has some sensitivity to color use:

Excuse my little knowledge of the USN. Did they have any other knives featured in toxic green? Spydercos I think not, but what about other brands?

The Toxic Green shade is all over USN's site including their other merchandise. Spyderco has just done the USN Endura Wave for them with a potential H1 TG Catcherman in the works.
Limes aren't that bright. Hehe.
It really doesn't matter. A color is a color. The thing is it's a obscure enough color that Spyderco prob doesn't think they can sell 5,000 green natives. Meanwhile the USN folks are INSANE for their branding and extremely loyal. Make a forum knife every 2 years and they support Spyderco with deep pockets on every other knife.
If it was me (which it isnt) I wouldn't make other non-USN Toxic type knives because why send unintentional messages? They don't close off the TG runs to USN only either that I know of.

Also, what kind of bad juju message would be recieved if Spyderco started using a specific colour, other than flattery? If its such a problem, why not call it flourescent green or lime green? Im not getting all this "if you use this colour, Im not going to be your friend anymore nonsense."
I think you're missing the point. There is a specific community that has a very, very strong identification with a very specific, very unusual color. So let's get past the "what ifs". The fact is neon anything for knives is a visually assaulting color. Black, blue, tan, green...those knives sell. To make more than a small number would be silly.
I personally don't even like orange. It's high-vis and I prefer my knives to stay subdued.
They can do more sprints if they want but unless it's unique or a specific USN knife I won't buy it. I want a reason if someone asks besides, "I like bright things".
