Is the C36TIF going to be a KnifeCenter exclusive?

Thanks in advance.

I strongly doubt it. I've never seen a dealer/distributor exclusive in a Spyderco printed catalog and, aside from AG Russell singlehandedly keeping the SnapIt alive, can't recall any which were not Sprint Runs. So the TIF Military being in the catalog, and not with the Sprints, makes me think it will be "open stock".

Furthermore, Spyderco included a specific section for "sprint runs" in their catalog. The fluted millie was not listed as a sprint run, [nor was the transluscent blue manix which I was surprised, but happy about]. So if anyone from the staff can correct me if I am wrong, I believe this [these] will be open production for all dealers. I am hoping to save up enough money for this and some others. cross my fingers, knock on wood, and pray to god. lol Since there are way too many I want this year and having been laid off doesn't help any of that

No, there are other sellers that are taking pre-orders for them. :)

Will it be with SS frame-insert like it was on KW Ti+G10 exclusive or without?

The steel insert debuted on the M4 Millie and Spyderco will be adding it to the current Ti-Millie, so it will most probably also be in the fluted version as well.
