G-10 is nice...maybe something a little different though...How 'bout a real dark blue or blue/black?
(The blue hue could be a nod to the fact the knife is designed by an officer of the law). It's a unique design so why not let this come through in the materials too? Naturally, i mean without narrowing down the demographic too much.
S30v is nice...Vg10 may be the way to go though.
-w/ screw construction of course and a beefy pivot...skeletonized liners and flow through design with polished stand offs and (ti?)clip. :)

Considering the application of the knife, and the benefit it could provide to real ELU's, and not just AFI's, I'd say keep it relatively simple and functional.
I think the JD Smith sprint type of update is ideal.
Full flat ground VG10, 4 way pocket clip, and a black g10 handle; a grippy black Micarta would be even better but I'm not sure if that is available, that would keep it very suit and tie tactical.
Like the Matriarch, I think a sprint should be 600 PE, 600 SE. The C60 is one of the highest performing SE knives I've ever used, and aesthetically it is quite striking. It would also give me an excuse to buy two :D

I'd love to see VG10 FFG and any dark or neutral colored G10. A fully serrated version is a must have.
Now if I was dreaming that blade would be wrapped in Micarta.
