It is the National DO NOT CALL list. It will only take a minute of your time.. It blocks your number for five (5) years. You must call from the cell phone number you want to have blocked. You cannot call from a different phone number.

Sorry Tony, think this is just another false alarm.
Probably more a factor of who he gave the number to than anything else. For example, charities are exempt from the rules and most are more than willing to raise a few extra bucks by selling the names, addresses, and phone numbers of anyone who provides them, to other charities. Give to one, get solicited by all. Point is, listing cell numbers is not necessary.
Aside from exemptions for calls on behalf of political parties/candidates and charities, "cold calling" them is illegal, period. The only businesses that can legally call a cell phone number are those you have given the number to, and those who have an established business relationship with you. Those companies, the charities, and the politicos can legally call you even if you register your cell number.
Some companies may abuse that, to a degree, by allowing "sister" companies owned by the same "parent" as themselves to call you. However, legitimate businesses have more to lose than to gain by violating the law so they stay within the letter, if not always within the sprirt, of the law.
