None of my compression lock knives freely swing without using either inertia or actively depressing the locking tab.
This goes for satin models, DLC, and even the old school compression locks like the Lil Temp and Para 1.
I expect that when I depress the compression lock that the blade will at least move without being forced to do so. I shouldn't be able to place the blade anywhere in it's travel and have it stay there when the lock is depressed. I'm not sure why this is such a hard thing to understand???

No one was trying to be contrary. Your original post wasn't clear. It sounded like you were upset that the blade didn't freely swing without you touching the compression lock tab.
I've never had a spyderco compression lock knife be unable to do that unless the pivot was over tightened.

I apologize for my response. The poster before you kinda p***ed me off.
The problem I have is that the blade will stay where I put it with the lock depressed. The only way it will move on it's own (gravity/inertia) is with the pivot screws removed. If I even touch the scales with the screws, the blade will just stay where I put it with the lock dpressed.
I got my PM 2 frim BHQ today. It might be the worst operating knife I have purchased. It looks great.... perfect centered blade, scales are great but, It is extremely stiff as far as the blade opening and closing. I have played with it for a few hours now... nothing works except to completely remove the pivot screws. I have found every DLC coated blade I own is like this to some extent. Any tips to get this thing working right?
Official response might be to send it in. If you are comfortable doing the work yourself, you might try taking it apart and seeing if there is a burr hanging it up somewhere.
I kind of figured as much. I have no problem doing the work.... I'm just not in the mood to do it right now...lol. I have a new Lynch clip coming for it. When I get it, I'll take it apart and see what I can do. While it's apart I'll round over the egdes on the scales like I do with all of my G10/Micarta Spydercos. Have you... or anyone else had issues with DLC coated blades being "sticky" as compared to plain steel?
Off the top of my head the only DLC knife I've had issue with was a manix and there was some excess loctite binding up the action. Cleaned it up and was good to go. Maybe the same issue?
A drop or two of oil in the pivot should help a lot. If not, use a T10 Torx bit to loosen the front pivot screw a wee bit (may require you to heat it with a hair dryer for a minute to loosen the Loctite). Hope this helps! Cheers, Radioactive

I really like the diamond mesh texture on these. It is even better than the pentagon pattern on the recent Cutlery Shoppe PM2s and the pattern on the PM2 Salts. Way better than the brick pattern a while back too.
All of the mismatched hardware between the two does look strange. Purposeful choice by BHQ or availability issue I wonder?

I have taken the pivot screws all the way out. It works like it should then but, I don't think that's a good fix. I tried loosening the scale screws and the stop pin screws. That just seems to make it worse.... or just different. I'm starting to think things aren't meshing square... like there is a twist, if that makes any sense. I'll take it apart and see what I can do over the weekend. Thanks for the suggestions.
