I don't understand the reason on this beast the Phillips screws on the clip? The rest of the hardware are torx.
Spyderco used phillips screws for their pocket clips for a long time, up until the mid 2000's.

I have an older Police 2 with a phillips body screw too:

On Japanese made things, Spyderco included, most Phillips-looking screws are JIS (Japanese Industrial Standard). They are designed not to cam out in the same way that Phillips are, but YMMV.

Also on high end SHimano deraileurs, the b-tension screw is JIS.

You can readily buy JIS drivers here in the US.

You are exactly correct, and on another side of the world, like here in the USA; SnapOn tools has the same bit and they call it the ACR.
