"Five years plans" is a reference to The Soviet Union planned economy that was based on targets set five years in advance starting from 1928, when Joseph Stalin ruled the country, and continued until the dissolution of the USSR.
This track was featured in a 1978 film starring Nick Nolte as a Vietnam veteran. The film had a working title "Dog Soldiers" but was changed to "Who'll Stop The Rain" when the producers got the rights to use this song.
Bruce Springsteen and the E Street Band opened their concerts with "Who'll Stop the Rain" whenever it was raining during their tours.
When John Fogerty introduced the song in 2007 he said, "A lot of folks seem to think I sang this song at Woodstock way back then. No. I was at Woodstock 1969… I think. It was a nice event. I'm a California kid. I went up there and saw a whole bunch of really nice young people. Hairy. Colorful. It started to rain, and got really muddy, and then half a million people took their clothes off! Boomer generation making its presence known I guess. Anyway, then I went home and wrote this song."
In 2004, Rolling Stone ranked this song number 188 on its "500 Greatest Songs of All Time" list.
