Definitely not the same line up. Josh Homme is the front man/ lead singer on ALL the albums. Rated R and Songs for the Deaf (One of my favorite albums) featured Screaming Tree's front man Mark Lanegan (the deep gravely voice) and Nick O. on Bass (He's the guy that scream/sings the first track on sftd and a few others). The new album is Homme and a few guys I'm not familiar with the drummer from mars volta and Troy Van Leeuwen on guitar. Troy has played for Perfect Circle and a few other bands. Josh Homme played rhythm guitar in Screaming Trees (that's where he knows Lanegan from) and that's also where he met Van Leeuween.
I like QOTSA a lot, but they definitely shift style from album to album.

I just bought his album "The Scene is Dead" and it's pretty good if you're into instrumental albums. Lots of pretty standard cliche type riffs but that's not necessarily a bad thing.
