Not a Police-expert, but this should be an older version (some version of the Police 1 or Police 2, NOT 3 or 4) and certainly made before the year 2000 as far as I can tell... but again, others will know more, so don´t quote me on this!
Top three going by pocket-time (update March 24):
- EDC: Endura thin red line ffg combo edge (VG10); Wayne Goddard PE (4V), Endela SE (VG10)
-Mountains/outdoors: Pac.Salt 1 SE (H1), Salt 2 SE (LC200N), and also Wayne Goddard PE (4V)

It being aluminum and the pins not being sanded flush to the handles would make this a C07SA.
In production from 1989 till 1992 from what I can tell.
Nice one you don't see too often :)

I'd guess Serrated Aluminum, and mine is undercover :) No "POLICE" on the blade.

You got it Larry!!
From what I remember there was a problem with gauling and a lot were sent back until the problem was solved, so they are really rare as a matter of fact the same thing happened to the Civilian when it first came out if I remember correctly
