Wash it with hot soapy water, blow it dry and lube it. Sometimes just blasting it with some air will clear the gunk if you don't want to use water.

What I do 1st.
Go to the sink, put a few drops of liquid dishwashing soap in the pivot, work it open/close a minute, rinse while open/closing, dry, lube.

This usually works for gummed up pivots. Grinding is a little more concerning, and might require disassembly to correct .
