Pretty much this. Knives, although important to us, are a tiny fraction of a massive economy in an equally massive country. The Chinese authorities simply don't have the time or interest in chasing them down.
I do think that eventually the Chinese government will track these people down - when/if, as he says, it becomes an issue for the perception of the quality of Chinese goods. Unfortunately, that may take quite a while.
