Neither.. 8Cr13Mov steel isn't the kind of stuff I would use in a garden. I would use H1 so I wouldn't have to worry about moisture.

The problem is I would also want to stick with a liner lock since backlocks + sand and dirt = no good

Tough call really. If you absolutely are going to get one of those two get the Persistance just because of the size, but don't be surprised when that steel rusts a little bit.
