Well, I'm in Russia, and I got one for about 150$ half a year ago. There are forums in Russian where these pop up from time to time, but the local sellers are unlikely to ship abroad. Still, the prices are far less outrageous. I haven't been able to find a HAP40 one, though.

The Sharpmaker is a tool for keeping knives sharp, not for bringing them back from the dead. Might I suggest 4V? My Mule is excellent - it sharpens well and quite easily, and it keeps the edge for a while.

M390 in not stainless M4. M4 sharpens to a way more aggressive edge. I personally don't like stainless steels because they feel kind of bland while cutting (in comparison to M4, PSF-59 (which is simular to 10V), K390 or Super Blue).
