How about Ceramic parts where possible, but esp. a ceramic blade, and a second set of G-10 scales to isolate and cover the unavoidably metallic parts. I don't think recessing alone would/could be deep enough to prevent arcing. Metalic clips would be right out of course, thus eliminating the problem ...

The G-10 Blade uses flat grinds from serrations to spine, and as a result has a full length distal taper, as oposed to the short distal taper at the tip, formed by the hollow and swedge grinds.
