Is there a way to put some "goo" in the action to make it stiff that can be removed with some solvent like paint thinner or gun cleaner?

The picture makes it look like it can't be tightened by screw.

I've got an early version of Mike Sastre's BM AFCK sheath that I have worn almost daily for ~4 years. I guess you could say this mode of carry has worked well for me.
