Depends on your hands and the knife's foot print in your pocket. Big hands=endura or police, smaller hands=delica. When I carry a knife or a gun, I find the thickness makes more of a difference. Endura and Delica are probably the OPs answer. I have cut a seat belt or two, clothing (first responder), flex cuff, em monitors. Let us know how you like the matriach. The hawkbill seems to have certain advantages with cutting any of the above mentioned. Let us know if you get it. Be safe.

I wish we always had 21 feet. In the real word of close quarters-well it'd be nice. Most officers can't draw in 1 sec, even with practice. I used the knife as a distraction to create the time. I agree you fixed blade is the way to go. Gross motor skill, less muscle memory, faster. My department went through a PC period were folders were permitted and fixed blades were not in policy.
